yes but also, the way they explained it, it seems like they searched for the 3rd kazekage for a long time. rumours and wars don't happen over short period's of time. it's been like a week since gaara was kidnapped. they still have time to attempt rescuing him before anything big like attacks or wars happen. So yes, protecting the border is useful and should be done, but they shouldn't just leave gaara for dead in the meantime. immediately choosing a new kazekage is as foolish as searching for extended periods of time because that will signal to other countries that something immediately took out their 5th kazekage which can be infered to mean that sand is weak af, thus endangering their position as one of the big 5 countries. and they also know where gaara is. These oldies are just fearful idiots who don't know how to run things efficiently...
